Hosting service for PHP Forum

Thanks for the suggestions - I want to use vBulletin - but I think the hosting company has more than they can handle and our forum is REAL SLOW - it's phpbb - and in my first questions, someone told me...

Is there anyway to tell if it's an overcrowded server? At times it works just fine, but most times not.

Any recommendations on hosts?...

I currently have a phpbb on Powweb hosting - It runs very slow at times. How can I tell if vBulletin will run the same on that host?

Is there something I can check for speed requirements?...
