what are the permissions i have to set fot file access when installing?

I have a question. Im not sure if the problem is with the html, the vbulletin software, or a combo of both (my guess is both).

i was reading in an earlier thread:

Make sure ALL *.php files have the path to the php binary at the top of your page. Mine was #!/usr/local/bin/php....
