Fully Custom Front Page?

Can anyone help a newbie? I'm interested in making a fully custom 'front page' for my vBulletin forums - so that my entire website is run on only vBulletin - but so that users see a main/front/home page...

User avatars are limited to 80 x 80 pixels or 19.5kb. I want to increase these limits. How/where can I do that? I can't seem to find the option on the admin panel.
