Problem with Moderate New members

I have had to set most of my forums on several sites to where I moderate and need to approve all new members - yet there are MANY that are able to join without me approving them. This is a serious issue...

I don't do my own installs/upgrades but have my tech do them for me. When we first installed, we added many hacks, so were leary about upgrading thinking it would mess things up. We did at one point...
