How to change default skin?

How do I change the default skin for my forum to something other than the vbulletin default? I know it's easy.... I just can't find where to do it.

Nevermind. Situation resolved. One of the members had a PYZAM thing in their siggy, which caused the pop-up.

Some of my users see the "Show signature" option that is located on the bottom-right of the quick reply box and others do not have that option. I'm not sure why it is showing...

The Multi-Quote feature isn't working. I have it turned on in the ACP and have a limit set, but whenever I push the button, nothing happens.

I checked a new post from her this morning and it still isn't showing up. If I go into the ACP and bring up her username, I can see the siggy that way... but it's not showing up in the forum.
