For $140 a month I'd be looking at a low end dedicated server from someone like Liquidweb. They are widely regarded as top notch and a dedicated server is just so much nicer than any VPS.

There's a way to do this but its no where near as clean as a proper vbulletin integration. Using Feedburner (free) you can setup a RSS feed to ping most anyone you'd want to. It works!
