Well, I found a fix!
It had nothing to do with any of my plugins or mods.
It may be a bug in vBulletin...I don't know for sure.

I went to AdminCP...

I installed a "testforum" on my server with no mods or plugins of any kind. 100% stock vB.

Guess what? Everything works perfectly.

I restarted Apache and the problem went away.
