Allowing Registrations with Board Off

The title kinda says it all ... I want to allow user registrations while the board (forums) is off. Is there a way to do this?

InVision board allows it by default, so I was surprised there...

I logged in with the customer account number and password, and it doesn't say anything about ownership, only domain information....

A client of mine stopped using their forum a while back, and is no longer installed anywhere.

Can I purchase / take over the license and use it for myself? If so, can I change the ownership...
