Well, when you upgrade from 3.8.4 to 3.8.5 you do not need to use a new config.php, just upload everything to your foruns and then run :
www.yourserver/yourforum/install/upgrade.php

Very simple.
I did it before, just use Impex.
As owner of a good copy of VB, sure you have logged in to Vbulletin.com members area and downloaded Impex
