Error when trying to change Attachment Storage Type

I trying to change Attachment Storage Type to file system from database and I always receive the same error:

"We attempted to write a test file to http://www.domain.ext/vb/attach, but...

I have the same problem. How I can solve it?

I have joomla in the same database and joomla works perfect. Meybe i have do something wrong with connecting directly to database?
