Well, I uninstalled most of my add ons from vb 3.6 then uninstalled some more and it seems to be gone but i deleted them in blocks so I'm not sure which one it was.

i fixed it. i think it was just that my smilies were 4 columns. changed it to 2 and all is well.

update. i have uninstalled cpms and reuploaded vbulletin*.xml files and reran finalupgrade.php as suggested in the thread linked in post 19 but my missing phrase issue still exists.

just to clarify, these are the steps i am following:

close board
connect to ftp
switch ftp to ascii transfer
upload vbulletin*.xml** files from /upload/install/ folder...
