vBulletin version 3 is currently in development and they are now private beta testing it on a few sites. This means that a public beta might appear soon.

vBulletin version 3 is not ready for download at this moment and there is not release-date set by the staff yet.

You can already purchase vBulletin version 2.3.0 and this includes one free year of download from the members area. Since it is fair to say it will be released within this year, you can also download version 3 once it gets released. Ofcourse, it is your choice to wait. (just information)
