Moving from 3.8.x to 5.7.1

Two questions.

Which method would be preferred, install 5.x and find a way to port the database over to it or run up the update tree making changes as it goes?

Also would the paid install/upgrade option work for something like this or is 3.8.x too old?

You can't import from older versions of vBulletin to vBulletin 5 - you NEED to run the uograde script.

And yes, the Professional Upgrade service will cover upgrading from vB3.8 to vB5.
