I already have an owned vB 3.8.11 license and an owned vB5 license.

Is it possible to take advantage of the promo to upgrade my 3.8.11 license to vB5 but still use 3.8.11?

I tested the promo code and it does not work in my member area.

lange, these are two different promos. Your photo shows a promo till the end of december with a fix pricing and like you, I've gotten until 30th november the 50% promo - and used it
Sorry, you have missed it but 169$ are not too much more.

Promo-code by mail has been "VB50OFF19" (<-- end of nov.) and in the box aside (forum) is "VB5UPGRADE" (<-- end of dec.).

You are absolutely right! I got them confused! However, that coupon code is only for upgrading an existing license, and in the picture you uploaded, there is a brand new license in the cart so the coupon code would not apply.

You can add the upgrade and the mobile suite separately to your cart. Mobile Suite is under "Addons" This should allow you to take advantage of the upgrade offer.
