New to this, bear with me please. Have a domain registered and plan on setting up a flat 1 page website. Is it possible to just set a link from that page to the vBulletin Cloud forum if I go that route?

Yes. You can make a link from your current website to the address of your vBulletin Cloud site.

Thanks for the reply! I don't have a website yet.. just a registered domain. Would it be possible to have the DNS on the doman direct to the forum instead of a website?

You can set your CNAME (e.g. www.domain.com) to the Forum through your Domain Registrar and you won't need a separate website.
