Is the Sitebuilder functionality only available with the cloud version?

I'm playing with an online demo version. I plan to buy vBConnect5 and install it on my website, not the cloud version. Is all of this stuff I'm playing around with in the SiteBuilder available if I do that?

Vbulletin Cloud uses vbulletin 5 software. In fact, vbulletin Cloud has administrative limitations that the self-hosted version does not.
So yes, the site builder is available on the self-hosted version of the software, not just the cloud version.

Yes, it is. You will also have the ability to edit templates in the full version (same system as vB3 basically).
