vBulletin uses CKEditor in all versions from 4.1.4 onwards.

Version 5.0.0 onwards has a Responsive design built in.

I am not sure what coding was done on the editor, however you see vB5 in action here on the official demo site:
        http://www.vbulletin.com/vb5demo/

Feel free to register an account and test the behaviour of the editor on a mobile devide. It works well for me.

We're using the latest version of CKEditor that we're licensed to use at this time.
