I want to run a german lang. forum with english backend. What version should I buy? The one in here or the german at http://www.vbulletin-germany.com/ ?
I can see the german language packs, but I can't download them from this forum for some reason. Will I be able to solve this? If yes, how.

The version you buy is completely your choice.

Also, language packs cannot be downloaded by unlicensed customers. Once you purchase your license, you'll be able to download language packs and any other content available to you from both here and vBulletin.org.

The German version has a better translation by default than the English version with German language pack. Support is also in German.
You can't download the German language pack because you have to buy a license first.
