    Private Test Server

    Do I need a separate license for running vbulletin on a backup server to make changes on before moving it to the public server? Or can I just use the same install files and just not make the backup forum accessible to anyone? Basically just a testing area for changes before moving it to the live site.

    No. The license allows you to have an additional installation for testing, etc as long as it is not publicly accessible.
