You can buy only vB5, then use vB3 if you wish.

You can only buy a vB5 license, which is currently 249 USD for a new license.

vB4/vB3 licenses do not exist anymore. However having a vB5 license also gives you access to vB4 and vB3, so if you prefer to use one of these versions, you can do that with a vB5 license. And yes, you can upgrade at any time from vB3 to vB4 or even vB5. The only thing you need to keep in mind: Only one installation per license is allowed, so you can't use for example both a vB3 and a vB4 installation with only one license.
