What kind of purches should I do to get my structure working?

Hi,
I'm interesting to use vBulletin for my client but just want to make sure i'm in right place.

The site structure will be...

Bilingual website (English/Arabic) CMS , Forum will be allowed both or we may separate it
they have another division it's going to be English only (sub domain) ALSO I want CMS , Forum and blog.

What's the best solution for this practice?
Can I buy one license and do it all ? HOW will be the structure ?

Provided you're only installing the software once, you'll only need one license. If you need to install more than once instance of the software to achieve this, then you'll need a license for each installation.
