About to purchase - need some questions answered please

I want to host a vBulletin forum on my intranet (so only my 50 or 60 internal users can use the site).
I have never setup vBulletin (just used it before some hobby forum I belong to). I know 99.9% of people are running vBulletin on the Internet and not on an intranet but
1. it is possible correct?
2. would xampp work to install the whole thing on Win XP machine or a Win 2003 Server?
