Yes, go to https://www.vbulletin.com/order and click on customer login then click on continue.

Found a way to get branding free select upgrade/renew then select 0 licenses or any other option the total ammount will be 0 dollars then, press continue. In the next screen you see your license that you all ready have select the license you want to have Branded Free now continue and pay.

vBulletin still does offer Branding Free.
