Local installation of VB4 for template development ?

Hi, we have purchased a full licence of VB4 wich is actually installed on our web server.
We have found a webmaster who prefers working in local for developping templates for us.

Can we do a local installation of VB4 on an another computer for developping templates (and other stuff) or is the licence strictly limited to one installation ?
