regarding licensing question

I am building a website, in which the domain name and webhost will be decided in 2-3 weeks, however my investor wants to see a sample site with 5 pages of content.

I have an old domain name+ web hosting package that expires in less than 3 weeks, and in terms of forum content all will be from scratch.

So my question is can I purchase a license now and install it on the old domain which expects 0 visitors for 2 weeks, until I install it on the new server with a new domain name?

Sure, why not. You can install with your license one forum on one domain. Later if you change to another host and url you can move your forum to there.
