1. Is it possible to use 3.8.x version if i pay for 4.x
2. Is version 4.x still full of bugs and less stable comparing with 3.8.x

Yes you can buy a license and you can download 3.8 if you want to.
4.08 is pretty good now. Most of the bugs have been ironed out.
