  • I have an active Vbulletin license

It's currently "tied" to a domain no longer in use. Can i install VB4 on a new domain? I bought it during the VB3 era.

It's really easy to change the domain to which a license corresponds, this is in the members area control panel. vB4 license is different from your current vB3 license, you may not be able to download or install vB4 until you have an active vB4 product license.
