Now, Don't know if this is the right section or not but. I was a vBulletin license owner.. (License expired) however I bought the $180 one, Which is the (owned) If it is expired am I still allowed to use it on my website?

Owned license is good for that version forever. It's a leased license that expires after 1 year unless you pay to renew it.
vBulletin licenses are just like getting a car: if you buy for the car, you can drive that car forever. However if you lease the car, you have to return it or buy it at the end of the lease. -
