Greetings!

I have some questions:

At me Owned License - has ended in February, 2009.
I wish to move on other domain.
Whether I after the termination of term of the licence in an account can replace the forum address? If yes, I have to download anew a forum and to change the address to the new?

If you mean the renewals license has expired then you will still be able to use your vBulletin forum, you just wont be able to download any updates, you can also still get support.

If you are moving domains, then you need to remove your previous installation and re-install it on the new site, the update your members area with the new link to the forums, to make sure that its licensed.

And about re-downloading the forum

If you dont already have your licensed copy of the forums on your hard drive, then you will of course need to download it to upload it to your new domain site.
