Time Zone Problem

I have tried to post in the correct forum but I can't, a message saying I don't have permission prevents me posting. Don't know why, I am a registered user and have bought a copy of vB. So I have to post here as an after sale's question.

Tine Zone:
Is there a way that I can have the time stamp set in registered users CP to the time in Australia rather than where my script is installed in the US?

Users are confused by this - logged out it is the right time (Australian) but logged in it is now US time - and they don't seem to find the setting for this in their CP.

How can I automate this time so it is the same for everyone? All my forum users live in the same town.
