I would like to setup a classified ad site and have yet to find pre-made system specifically for classified ads. So, my question is... would it be bad to try modifying vBulletin to act strictly as a classified ads engine?

vBulletin does has a built-in Paid Subscriptions feature, so there's a way to have people subscribed with permissions to use certain features (by the use of changing usergroup with allowed permissions). You can have it so that a forum can only be with one post, only postable to the poster, etc.
So, yes, it is possible and not too hard. -

Is vBulletin "locked-down" or is it possible to ad custom fields in the database. For example, could I add a "price" field in the database and UI so people could search by "price"?
Would I really get myself into a mess trying to customizing vBulletin to be a classified ad system???Comment

As for searching for a price, I'm not sure what you mean... The person could sign up with restricted access (no posting, etc), until he/she purchases a plan/package which would (or "could") upgrade their usergroup to one with more access (like posting, etc). The plans/packages are displayed in the User CP under "Paid Subscriptions". There are many payment gateways supported, as well.
