Is this a standard procedure or a scammer/pishing email?

There was a mass password change by vbulletin...u r not the only person...as password for every license holders was reseted by them for security probs...a big discussion going in that thread...

As I said on another thread, this sort of announcment should have also been posted in the Announcements forum to make it easy for people to confirm it's legitimacy.
