Shout box add on. Please help!

Can someone please tell me where to get the VB shout box add on? A direct link would be the best as I am new to this. Any information on setting it up would be of great help also.

Are you showing up as licensed?
You can't download attachments from vb.org, if you don't show up as a licensed user.

I am an licesned user, I'm not sure if I show that way though. Please help on what I need to do as right now I'm lost here.
