I am buying the vbulletin licence this week after my master card is delivered to me and i will remove the ``powered by vbulletin`` message without paying for this extra 100 $.So what ?

When you break the license agreement we revoke the license. If you continue to use the software we consider legal steps. What's wrong with paying and playing by the rules?
The license of vBulletin is $85 for a lease of 12 months, or $160 for a one time fee to use for unlimited months. The branding free is $120, and a one time fee.
If you don't want to pay for the software: Don't use it. Go with SMF or something.
If you want to pay for vBulletin, pick a license, and if you don't want to pay for the branding free option (which is an optional purchase!) you simply keep the copyright in place and respect it.Comment

I'd say you'd get away with it... until vBulletin finds out. I've already had clients of mine have their vBulletin software taken down due to a violation of their terms. vBulletin has their own abuse department that sends out those nasty emails to the server administrator about taking action if something isn't done.
