Installing on local PC to customize & upload

I would like to install VB on my local PC to customize the templates and then would like to update to a server.

How many licenses do I need to buy?

The license agreement allows you to set up a test board:

"If you have a valid license, you may set up an additional test forum in order to test code, template and database modifications. To make this clear to us and our license verification procedures, place it in a directory called 'testvb' and be sure to password protect it. It must not be accessible by the general public."

Depends if your local PC as site hosting to the internet or not. If you only have 1 website and a local PC thats not used for hosting from your PC and no one only you can access the test site then I would think only 1 license is enough as I have 1 site and a local PC "http://localhost" to test and only have 1 license

Whether your PC is accessible on the Internet is irrelevant. What is important is to make sure that the "test" copy of vBulletin is not accessible to the public.
