1) Spanish lang, is full?, messages and phrases?

2) Where can i find a spanish official theme or template? (buttons and all that things)

Yes that is standard.

I don't know of any plans for an official Spanish translation.

As I said above, PSD buttons are available.

How can I download spanish language? ... I tried and says I have no permission.

To download that you first need to be a licensed customer and register for Priority Forum Support. To do this, please go here:
