Is this possible with vBulletin?

Here are the features I am looking at. We are not going to use it as a simple discussion board.

1. Thread owners shall be able to award points to the posts in the thread based on the relevance. Points may range from 1 - 10 or customizable.
2. Administrators should be able to determine the accumulated points for each member over any period of time.
3. It should also display top 10 members based on their points (not posts).
4. Ranking will be given based on the points not posts.
5. Thread owner must be able to close the thread once he feels he got all the responses. further posting must not be possible to it.

Please let me know if this software can be customized to achieve the above.

I'll tell you this; it's not in SIMPLE vbulletin, it will require downloads from vbulletin.org, then install them into your forum. You might have to pay money to get some of it done, but it seems kinda easy

5 is possible in a stock vBulletin

1-4 would probably require some code modification to the reputation system. For help with this, please ask on www.vbulletin.org
