Update my knowledge please

I have run vbulletin boards in the past and I am now thinking of getting a new one. There are certain features which I would like to have on the boards and I would be very grateful if people could comment whether:
a) They are part of the latest vbulletin board
b) They are common modification which could be installed

A member of the public can apply for one of 2 groups – for argument sake I’ll call them Teachers and Pupils. There needs to be two main ways which these groups can be used:

1. Each pays different amounts to sign up to the board.
2. I should be able to stipulate who can start threads and who can answer them in each forum I set up. Therefore I would want the Pupils to be the only ones who could start threads in the ‘questions’ area and the Teachers to be the only ones to start threads in the ‘Notices’ section. Both could reply to each other in these areas once the threads have been started.

1. Yes, you can use the Paid Subsciption feature to have different subscription costs and levels. Here is the online documentation of the Paid Subscription feature in vB3:

2. Yes you can do this using Forum and Usergroup permmissions.
