I heard that the plug in system is something new in vB that is used to implement mods. Dont mods usually require edits to template files and/or core files? WHat exactly does this plug in system do? Does it take away any editing of the coding of files?

The "plug-in" system generally consists of .xml files that "hook" onto select PHP files, which make up a stock vBulletin. This is advantageous because you can now literally turn hacks on and off straight from the ACP. And since all the hacks are now .xml files, none of the stock vB files are actually edited, which basically means even boards with hundreds of hacks can still get official support from Jelsoft. -
The plugin system basically is a system comprised of two areas: Plugins and Products. It essentially is the same thing but basically it makes codehacking a heck of a lot easier. You can in general hack your board without editing files. Why do it this way? Because when you upgrade, you don't loose your hacks.
Moreover, you can just goto http://www.vbulletin.org, download a plugin, upload it onto your board, and viola, it's installed. So you don't have to open files, spend time editing them, saving, and FTPing.

vBulletin 3.5.0 is the first version to use this system, so all hacks for 3.0.9 and below still require manual file edits. Also, not every 3.5.0 hack will be a plug-in; some complicated ones will still require edited files.
As for the arcade hack, I have no idea, but most likely not, since 3.5.0 hit final only about a week ago.Comment

Yeah, the arcade mod is on closed beta. It's only available right now if you pay $60. The developer said that it would be public soon though.Comment

The above posts aren't correct in one respect, namely that plugins are actually imported from xml files, but saved in the database after.
