If one purchases the vBulletin Owned License does it include updates down the road. I.E. License is purchased for version 3.0.3 and 4.0 is released is license good for ver 4.0 update?

You need to purchase access to the members' download area at $30 for a years access.
I do believe you can let it lapse and pick to up at a later date with no penalty.
For example if you buy an owned liscense today you would get a copy of vBulletin and a years access to future updates thrown into the bargain.
If, after a year, you did not want to pay $30 you don't and all you lose is the download ability, you can still get support etc.
Say, 18 months later vB4.0 is released and you want that you can pay $30 for another years access and download it.
I've seen circus animals explain it better than I just did. :/

Leased license:
The leased license grants you permission to run one instance of vBulletin on your web site for a period of 12 months. You get access to the members area and free support. You also get 12 months access to the download area inside the members area from where you can download the latest files, updates, etc. If you purchase version 3 and version 3.5 or 4.0 or 5.5 gets release within those 12 months, you get lucky and can download that version. After 12 months you have to renew the licenses for another 12 months for another $85 or upgrade to a owned license for $160 - or remove the forum from your web site.
