What are the procedures of transferring a license to someone else?

I'm going to be transferring an owned license to someone else soon but I don't know how to lol. This person has a vBulletin license already [so therefore has a customer number] so would it be as simple as me emailing vBulletin and saying I want my license transferred to [enter his name] ?

Also, if this is so, what is the email address I should email to request this?

I'd take a guess and say [email protected], but that's only a guess.
