There are two types of licenses:
Leased ($85 USD) and an owned ($160 USD). If you get a leased license, you can run the software for one year before having to repurchase the license if you wish to continue using it, otherwise you must remove the software. With an owned license, you can run the software for as long as you wish, but if you wish to receive upgrades to new versions of the software past one year from your purchase date, you must pay $30 (payable any time) to renew your downloads access for one year. Support also lasts for the duration of your license (a year for leased, forever for owned).
Note that a single license of vBulletin only permits you to run forum; if you wish to run multiple vBulletin forum sites, you must purchase additional licenses. The license does permit you, however, to run one private test copy (so only you can access it) for trying out features and modifications without having to worry about changing your live site.Comment

I'm not sure. You're server needs at least PHP 4.0.6 and MySQL 3.23.33. You can test your server by downloading this PHP file, uploading it to your server, and going to it in your browser. This will tell you if your server can host vBulletin or not.Comment

1.- Buy a webhosting package that supports php & mysql
