This would be created based on the entries entered by the User under Customize Profile in their User CP. It would vary per user. If they don't have their blog and profile customized or you don't allow this then it would move up the list of classes until a valid class is found. -

I see that the blog is using '#usercss' parameter in it's CSS file but I am not able to find which file contains that attribute, can someone please help...
