Set all groups so that 'Can Post New Blog Entries' is set to no. Other blog permissions can be set to no as you see fit.
Create a new usergroup and make sure that all blog permissions are set correctly and that 'Public (Joinable) Custom Usergroups' is set to yes.
Once the public group is created, users can join it in their User CP under Group Memberships at the bottom of the Left Navigation.

I find many people register then "blog" their question instead of posting it on the forums.
I thought maybe if I don't allow users to start a blog unless they go to their CP and join a blog group that would solve it.
I am not finding that as easy as I thought. I do want the usergroup to be able to view and respond to others blogs.

So I only want members of a certain special user group to be able to create new blogs. Registered Users should NOT be able to create a new blog (channel).
