Where within the ACP do I turn the "post to blog" off?

For some reason, all commenting on blogs on my site are disabled. I go into Usergroups in 5.0.2 and find nothing about turning commenting on/off. This is where the Manual told me to go to do this....Fri 5 Jul '13, 10:39am -
