guest nag register message missing

I logged out of my forum and entered it as a guest. The default guest nag register message is on the front page but not on any of the other internal pages. Any ideas? I have recently upgraded from 3.5 to 3.7. It may not have been working in 3.5 either, so I have modified one of the templates back then to cause this.

That message has always only shown on the index page. You can use a notice to cover other pages:

Admin CP -> Notices
