manually add a person in paid subscriptions

How do I manually add someone to a paid subscription. I know how to upgrade a persons usergroup but if the person cancels their paypal payment I would like vBulletin to automatically downgrade their usergroup OR to set it to expire after a certain period of time.

Admin CP -> Paid Subscriptions -> Subscription Manager -> Add User (in the menu)

Click Subscription Manager. It's on that page.

Yes "Subscription Manager" is there but I only see the button "add new subscription". I don't see add new user.
