Moderating a User's posts

I am investigating the best way to force all of an errant user's posts to be moderated (temporarily). I can't see a way to do this for the individual user, so assume I'll need to set up a Usergroup--is that correct?

If so, will that group have to be their Primary usergroup? I'm assuming so, since greater permission overrider lesser ones, so if it were their secondary group, and their primary group's posts were not moderated, then the latter permission would override.

You are correct - you will need a separate usergroup which will need to be their primary.
