There is no Intro field in default vBulletin or minimum character requirement. You must have installed an add-on or modification.

There is no minimum character requirement on user text fields in the default vB. That would appear to be from an add-on you installed.

I tried registering and I am getting that error.

I don't even see an "Intro" field.
This must be from a plugin or modified code.

Manually disable each plugin one-by-one, checking to see if you get the error after disabling each one. When the error no longer appears, then the latest plugin you disabled is the culprit.
Disable plugins in:
AdminCP -> Plugins and Products -> Manage Products -> Disable (for each plugin on the drop-down menu).
