COPPA question

Question on COPPA settings. I have my new site set up for new users being moderated first before being accepted as a member. I have the same settings on my other site and it works fine but there seems to be a small problem with the new site albeit, as said, it’s not anything serious.

New users on my older site will end up in the “Users Awaiting Email Confirmation” in a user search which is as it should be. On the newer site they end up in the “(COPPA) Users Awaiting Moderation”.
On the COPPA Registration System I have “Disable COPPA” so why would a new member only show up on the “(COPPA) Users Awaiting Moderation” instead of the “Users Awaiting Email Confirmation”?
I must be overlooking some setting but I’ve stared at it for so long that perhaps I’m missing something very obvious. Any help?

That group is used for both COPPA users and moderated users. You must have moderation enabled in your:

Admin CP -> vBulletin Options -> User Registration Options
